Constitutional amendment banning same-sex marriage on legislature's table in September

To be placed on the ballot, constitutional amendments must be passed by a three-fifths majority of both chambers of the General Assembly, meaning 72 out of 120 House members and 30 of 50 senators must endorse it. If lawmakers put the amendment on the ballot, a majority of state voters would have to approve the change next year for it to become part of the constitution....
