Since civil unions became legal in the state on Jan. 1, there have been 138 civil union licenses issued statewide.

Based on these numbers, Delawarel could reach 1,000 civil unions this year -- 400 more than projected, said Ken Boulden, clerk of the peace for New Castle County.
